What?

 

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved a massive ₹2.19 lakh crore mega electronics package. This double-barrel approval marks the transition into next-generation domestic manufacturing by backing Semicon 2.0 (₹1.275 lakh crore) and launching the Mobile Phone Manufacturing Scheme 2.0 (₹62,500 crore).

 

1. India Semiconductor Mission (ISM) 2.0: ₹1.275 Lakh Crore
 

Building on the foundation of ISM 1.0 (which had a ₹76,000 crore outlay), Semicon 2.0 expands the government's strategy from basic chip packaging to the entire upstream and downstream global supply chain. The government expects this phase to trigger ₹4 trillion in total investments, generate ₹2 trillion in production, and yield ₹1 trillion in exports.

It is structured around six strategic pillars:

Pillar 1: Indigenous Chip Design & IP: Moving beyond standard validation, the government will provide a mix of grants and equity investments to back local start-ups and MSMEs. The objective is to establish India as a global owner of semiconductor Intellectual Property (IP), focusing on indigenous chip-and-system architectures.

Pillar 2: Component Ecosystem Incentives: For the first time, India will offer a flat 30% financial incentive to companies manufacturing high-end semiconductor fabrication equipment, specialty chemicals, industrial gases, and critical materials locally.

Pillar 3: Upstream Fabs Expansion: Seeking to attract larger silicon fabrication units, compound semiconductor fabs, discrete component fabs, and advanced display facilities.

Pillar 4: Advanced OSAT & ATMP: Strengthening Outsourced Semiconductor Assembly and Test (OSAT) systems by heavily incentivizing cutting-edge, high-density 3D packaging technologies.

Pillar 5: Next-Gen R&D: Shifting collaboration with top international research institutions to break out of mature nodes (28nm–110nm) and enter advanced process sub-nodes suited for modern AI hardware.

Pillar 6: Deep Tech Talent Pool: Scaling up the existing framework where over 315 universities use industry-standard Electronic Design Automation (EDA) software, aiming to build a specialized workforce for clean-room operations and fab infrastructure.

 

Status Check : Under the initial phase, 12 semiconductor facilities (worth ₹1.64 lakh crore) were cleared. Out of these, mega-projects by global giants and domestic players like Micron, Kaynes, and CG Semi have already kicked off commercial operations in India.

 

2. Mobile Phone Manufacturing Scheme (MPMS): ₹62,500 Crore
 

While the first phase of the Production Linked Incentive (PLI) successfully transformed India into the world’s second-largest mobile manufacturer by final assembly volume, the new scheme shifts focus toward high-value indigenization.

Local Value Addition: Incentives will be tied heavily to domestic component sourcing (like PCBs, camera modules, displays, and sub-assemblies) rather than simple assembly.

Global Supply Hub Consolidation: The fiscal layout over the next 5 years aims to anchor primary export bases for top global brands (such as Apple and Samsung ecosystems) within the country.

SME Supply Integration: Creating a specialized tier of domestic component sub-contractors to feed directly into mega-factories, boosting localized job creation in electronics engineering.

Macroeconomic Significance

Strategic Autonomy: Redefines national security by shielding India from global silicon supply chain blockades, shipping bottlenecks, and geopolitical conflicts.

Fiscal Integration: The structural grouping of the chip ecosystem directly with mobile phone manufacturing creates a self-sustaining vertical loop—where chips fabricated in India will feed straight into electronics assembled in India.
