2023 Corruption Perceptions Index (CPI) Report

  1. The Corruption Perceptions Index (CPI) is a key to measure corruption among the 180 countries and territories based on their perceived levels of public sector corruption.  It is released by Transparency International.
  2. The index emphasizes the need to end impunity for corruption and strengthen justice systems to punish wrongdoing and keep governments accountable. 
  3. Recently, the 2023 Corruption Perceptions Index (CPI), showcasing the countries' performances in the domain of countering corruption was released. 
  4. The 2023 CPI reveals that every region is either stagnant in its overall corruption efforts or showing signs of decline. While some countries have made progress, many are struggling to combat corruption effectively. The report emphasizes the urgent need for tangible change to address the persistent challenges posed by corruption.
  5. According to the report, the global average score remains unchanged at 43, with over two-thirds of countries scoring below 50, indicating serious corruption problems. The report highlights that while some countries have improved their corruption levels, most are stagnating or declining as leaders fail to act. 
  6. Specific regional findings include:
    • Western Europe & the EU: The regional average score has fallen for the first time in almost a decade, indicating weakening checks and balances that undermine anti-corruption measures.
    • Africa: Most African nations are showing stagnation or failing to make progress against corruption, with some countries demonstrating improvement, underscoring the persistent challenges faced by the region.
    • Asia Pacific: The region is experiencing a fifth straight year of stagnating corruption levels, with few countries showing real progress. The report emphasizes the need for fair and inclusive legal systems to address the obstacles to justice for victims of corruption.
  7. The countries with the highest corruption scores in the 2023 report are Somalia: 11, Venezuela: 13, Syria: 13, South Sudan: 13, Yemen: 16.
  8. The countries with the lowest corruption scores are Norway: 84, Singapore: 83, Sweden: 82, Switzerland: 82, Netherlands: 79.
  9. Inclusive efforts are required to end the aggravating corruption, to invest in and guarantee the independence of institutions that uphold the law, and to introduce better procedures and laws to tackle corruption effectively, as per the CPI 2023 report.
  10. It also emphasizes the disproportionate impact of corruption on the most vulnerable and the urgent need to break the barriers to ensure access to justice for all victims of corruption.
  11. India's score on the 2023 Corruption Perceptions Index (CPI) is 39, and it is ranked 93 out of 180 countries. This indicates that India is perceived to have a significant level of public sector corruption.
