Various Engagement Groups under G20

Science20

  1. The Science20 (S20) Engagement Group, comprising the national science academies of the G20 countries, was initiated during Germany’s Presidency in 2017. 
  2. It presents policymakers with consensus-based science-driven recommendations formulated through task forces comprising international experts.
  3. S20 supports G20 by fostering an official dialogue with the scientific community and is normally led by the national science academy of the host country.
  4. Analogous to the G20, it has a non-permanent rotating secretariat and operates like a forum rather than as an organization.
  5. This year’s S20 theme under India’s Presidency is Disruptive Science for Innovative and Sustainable Development.

Supreme Audit Institutions20

  1. Supreme Audit Institutions20 (SAI20) is an Engagement Group introduced by the Indonesian Presidency in 2022. 
  2. It is a forum to discuss the important role played by SAIs globally in ensuring transparency and accountability, and in promoting cooperation among the G20 members.
  3. The constitution of SAI20 stems from a recognition of the role of SAIs in promoting the efficiency, accountability, and transparency of public administration, and supporting SDG implementation. 
  4. This mandate is achieved through engaging actively and effectively with the entire spectrum of stakeholders, from audited entities and governments to media and civil society. Such effective engagement shall serve as a barometer of the expectations of society and establish the relevance of SAIs’ work.
  5. The engagement group aspires to support member SAIs to be future-ready in the face of rapid changes in the audit environment. This is sought to be realized through developing modalities for more meaningful dialogues that enable a better understanding of developments in the public sector audit ecosystem.
  6. The theme of SAI20 2023 was Responsible Artificial Intelligence (AI).

Think20

  1. Think20 (T20), as an official G20 Engagement Group, was initiated during the Mexican Presidency in 2012. It serves as an “idea bank” for the G20 by bringing together think tanks and high-level experts to discuss relevant international socio-economic issues. 
  2. T20 recommendations are synthesized into policy briefs and presented to G20 working groups, ministerial meetings, and leaders’ summits to help the G20 deliver concrete policy measures.

Urban20

  1. Urban20 or U20 is a city diplomacy initiative, comprising cities from G20 countries. It strives to establish a lasting practice of engagement among cities to develop a collective message that emphasizes the role of cities in taking forward the sustainable development agenda. 
  2. The U20 engagement group plays a vital role in contributing perspectives, concerns, and ideas from cities to inform and enrich the overall G20 negotiations.
  3. The U20 was instituted in 2017 under the leadership of the Mayors of Buenos Aires and Paris to bring together city representatives and leaders from U20 cities to deliberate on specific concerns of cities.
  4. Ahmedabad, one of the fastest-growing metropolitan cities in India, is the Chair for the 6th edition of U20. Resonating with India’s G20 theme of ‘One Earth, One Family, One Future’.
  5. Building upon the legacy of previous U20 Communiqués, the following six priority areas have been identified as critical for inspiring city-level actions to respond to global agendas. These will be further developed by collaborative deliberations among the U20 cities:
    • Encouraging Environmentally Responsible Behaviour 
    • Ensuring Water Security
    • Accelerating Climate Finance
    • Championing ‘Local’ Identity
    • Reinventing Frameworks for Urban Governance and Planning
    • Catalyzing Digital Urban Futures

Women20

  1. Women20 (W20) is an Engagement Group that was launched in 2015 during the Turkish Presidency. 
  2. The primary purpose of W20 is to implement the “25x25” commitment adopted at the Brisbane Summit in 2014, aimed at reducing the gender gap in labor force participation by 25% by the year 2025. 
  3. W20 focuses on ‘gender inclusive economic growth’, and the following five are the priority areas for W20: Grassroots leadership, Entrepreneurship, Bridging the Gender Digital Divide, Education & Skill Development, and Climate Change.
  4. Its primary objective is to ensure that gender considerations are mainstreamed into G20 discussions and translated into the G20 Leaders’ Declaration as policies and commitments that foster gender equality and women’s economic empowerment.
  5. There are five priority areas of W20 under India’s Presidency which include, Women in Entrepreneurship, Women Leadership at the Grassroots, Bridging the Gender Digital Divide, Education & Skill Development, and Women & Girls as change makers Climate Resilience Action.

Youth20

  1. Youth20 (Y20), with its first Y20 conference held in 2010, provides a platform that allows youth to express their vision and ideas on the G20 priorities and come up with a series of recommendations which are submitted to the G20 Leaders.
  2. The Y20 India Summit in 2023 would be a valuable opportunity for the global youth to reflect on the following priority areas and suggest policy recommendations for consultations with the G20 member states:
    • Future of Work: Industry 4.0, Innovation & 21st Century Skills
    • Peace-building and Reconciliation: Ushering in an Era of No War
    • Climate Change and Disaster Risk Reduction: Making Sustainability a Way of Life
    • Shared Future: Youth in Democracy and Governance
    • Health, Well-being, and Sports: Agenda for Youth

Civil20

  1. Civil20 (C20) Engagement Group was launched as an official G20 Engagement Group in 2013, though Civil Society engagement among the G20 member countries had started in 2010. 
  2. C20 provides a platform for Civil Society Organizations (CSOs) around the world to bring forth a non-government and non-business voice to G20. 
  3. It provides space through which global CSOs can contribute in a structured and sustained manner to the G20.
  4. It gives CSOs a forum to protect the agency of this sector, reflect the primary and common concerns affecting the world’s peoples, and promote social and economic development with the vision of leaving no one behind.
  5. Under the Indian Presidency of the G20 this year, the Civil20 remains committed to advocating evidence-based policy recommendations. C20 will strive towards the realization of the Indian C20 motto – “You Are The Light”.

Parliament20

  1. Parliament20 (P20) Engagement Group, started during Canada’s Presidency in 2010, is led by Speakers from Parliaments of G20 countries. 
  2. Since Parliamentarians play an important role in guiding respective governments, P20 meetings aim to bring a parliamentary dimension to global governance, raise awareness, build political support for international commitments, and ensure that these are effectively translated into national realities.

Labour20

  1. The Labour20 (L20) Summit first took place formally during the French Presidency in 2011. 
  2. L20 convenes trade union leaders from G20 countries and provides analyses and policy recommendations aimed at addressing labor-related issues.
  3. It is an integral part of the G-20 and represents the interests of workers at the G20 level. The forum tries to bring together trade unionists from the G-20 countries representing 66% of the population and around 75% of Global GDP to discuss the issues concerning the working people and population in general that transcend borders.
  4. The L20 2023 inception meeting focuses on the universalization of social security with women at the center of the future of work.
