  1. Rashtriya Gram Swaraj Abhiyan (RGSA) who was launched on 24th April 2018 as an umbrella scheme for the Ministry of Panchayati Raj, Government of India. It is a unique scheme proposed to develop and strengthen the Panchayati Raj system across India in the rural areas.
  2. It is an upgraded version of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan.
  3. The objective of the campaign is to promote social harmony, spread awareness about pro- poor initiatives of government, reach out to poor households to enroll them as also to obtain their feedback on various welfare program.
  4. This campaign is being held through a partnership of beneficiaries, 33 lakh elected PRIs members, 5 crore women SHG members, MLAs and MPs to achieve the goals. The Central/ State and Local Governments are also partners in progress.
  5. This scheme strengthens the capacity building of the elected members of the Panchayati Raj system and create opportunities for knowledge creation under the Panchayat system.
  6. Primary aim: Strengthening of Panchayati Raj institutions for achieving Sustainable Development Goals for nine themes - poverty free and enhanced livelihood in villages; healthy village, child-friendly village, water sufficient village; clean and green village; self- sufficient infrastructure in village, socially secured village; village with good governance; and engendered development in village.
  7. It is an effort in the direction of achieving “Sabka Saath, Sabka Gaon, Sabka Vikas.”
  8. This scheme extends to all States and UTs of the country and will also include institutions of rural local government in non-Part IX areas where panchayats do not exist.
  9. The sharing ratio for the state components will be in the ratio of 60:40 except NE and hilly states, where the Central and State Ratio will be 90:10. For all UTs, the Central share will be 100%.
  10. This scheme includes different activities meant for strengthening of Panchayati Raj institutions, viz capacity building and training, training infrastructure and human resource support for training, strengthening of Gram Sabhas in Panchayats Extension Scheduled Areas, Distance Learning Facility via Internet Protocol based, Support for Innovations, Technical Support to Panchayati Raj Institutions, Financial Data and Analysis Cell, Panchayat Buildings, e-enablement of Panchayats, Project based funding for economic development and income enhancement, Information Education Communication and Project Management Unit.
  11. Recently, a parliamentary panel has ticked off the Panchayati Raj ministry over non release of funds to states under this flagship scheme. It said that 19 out of 34 States and UTs have not received any funds under the scheme for the financial year 2022-23
