Sendai Framework of Disaster Risk Reduction

  1. The Sendai Framework for Disaster Risk Reduction is an international agreement that was adopted in March 2015 during the Third United Nations World Conference on Disaster Risk Reduction in Sendai, Japan. 
  2. It is a 15-year, voluntary, non-binding agreement that sets the global agenda for reducing disaster risk and building resilience to disasters. The framework is named after the city of Sendai where it was adopted.
  3. The Sendai Framework replaces the Hyogo Framework for Action (HFA), which was the previous global framework for disaster risk reduction. The Sendai Framework builds upon the lessons learned from the HFA and places a strong emphasis on reducing disaster risk and losses in both human and economic terms. 
  4. Its main goal is to substantially reduce the risk of disasters and their impacts on people, communities, and countries.
  5. Key principles and priorities of the Sendai Framework include:
    • Understanding Disaster Risk: Promoting a better understanding of disaster risk, its drivers, and its underlying causes.
    • Strengthening Governance: Enhancing disaster risk governance to ensure that disaster risk reduction is integrated into national and local policies, plans, and strategies.
    • Investing in Disaster Risk Reduction: Encouraging the allocation of resources for disaster risk reduction and promoting public and private investment in resilient infrastructure and risk reduction measures.
    • Enhancing Disaster Preparedness: Promoting disaster preparedness and response measures to save lives and protect livelihoods.
    • Building Back Better: Focusing on building back better after disasters to reduce vulnerabilities and promote sustainable development.
    • Increasing Public Awareness: Increasing public awareness and promoting a culture of disaster risk reduction through education and public engagement.
  6. The Sendai Framework is closely aligned with other international agreements, such as the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change. It recognizes the interconnectedness of disaster risk reduction, sustainable development, and climate change adaptation.
  7. Countries that have adopted the Sendai Framework are expected to develop national and local strategies and action plans for disaster risk reduction, taking into account their specific vulnerabilities and circumstances. 
  8. The framework aims to create a safer and more resilient world by reducing the impact of disasters and building the capacity of communities and nations to respond to and recover from them.
