Vibrant Village Programme (VVP)

  1. The Vibrant Village Programme (VVP) is a Centrally Sponsored Scheme aimed at comprehensive development of select villages in mission mode and through a multi-pronged strategy. 
  2. The programme was approved on February 15, 2023, and is focused on the following areas:
    • Identification and development of economic drivers: The programme aims to identify and develop economic drivers based on local, natural, human, and other resources of border villages on the northern border.
    • Development of growth centres: The VVP promotes the development of growth centres on a 'hub and spoke' model, focusing on the social empowerment of youth and women through skill development and entrepreneurship.
    • Leveraging tourism potential: The programme seeks to leverage the tourism potential by promoting local, cultural, and traditional knowledge, and heritage.
    • Infrastructure development: The VVP includes interventions such as providing road connectivity to unconnected villages, housing and village infrastructure, energy including renewable energy, television and telecom connectivity, and essential infrastructure development.
  3. In the first phase, 662 villages will be taken up in the programme. The VVP is being implemented in 46 blocks abutting the northern border in Himachal Pradesh, Sikkim, Uttarakhand, and the Union Territory of Ladakh.
  4. The financial allocations approved for the VVP from financial years 2022-23 to 2025-26 are as follows (in Rs. crore): FY 2022-23 - 50.00, FY 2023-24 - 1200.00, FY 2024-25 - 1750.00, and FY 2025-26 - 1800.00 – totalling to 4800.00.
  5. While addressing the Republic Day event, the Union Home Minister said that 3,000 villages in 19 border areas in Arunachal Pradesh, Sikkim, Himachal Pradesh, Uttarakhand and Ladakh are being covered under the Vibrant Village Programme, and this programme will be completed in 10 years.
  6. He said that in the first phase of the scheme, 662 villages are being covered with a total population of 1,42,000 and the government is spending Rs 4800 crore on it.
  7. In a significant development for Arunachal Pradesh, Chief Minister Pema Khandu announced that the Union Ministry of Home Affairs (MHA) has sanctioned approximately 1022 kilometers of roads under the Vibrant Villages Programme (VVP).
