What is UDAY scheme in Power sector?

  1. The UDAY Scheme was launched on November 15th, 2015 under the Government of India. It stands for Ujjwal DISCOM Assurance Yojana.
  2. It was launched for operational and financial restructuring of the Power Distribution Companies (DISCOMs) owned by any state. The scheme was established with a vision to provide affordable and accessible 24x7 power to all.
  3. What is a DISCOM? A DISCOM stands for a distribution company. It is a company that is responsible for distributing electricity to consumers in a particular area, which is typically owned by the state governments in India.
  4. This scheme aims to reduce AT&C (Aggregate Technical and Commercial) losses, improve operational efficiency, and attract private investment in the power sector.
  5. The central government will take over 75% of the debt of DISCOMs that take part in the scheme. This will reduce the debt burden on DISCOMs. It will free up resources for investment in infrastructure.
  6. Discoms will be allowed to raise tariffs to cover their costs. This will improve their financial health and make them more attractive to investors.
  7. The government will encourage private investment in the power sector. This will help to improve the financial health of the discoms and increase the availability of electricity.
  8. This scheme also provides power to customers at an affordable price by improving the transportation and grade of domestic coal used to generate electricity. It works on building new power lines and completing the previously started ones.
  9. States that perform well under the scheme will be eligible for incentives such as additional funding or tax breaks. This scheme is voluntary for states, states that do not want to take part will not be forced to do so.
  10. This scheme was aimed at providing a permanent resolution to the financial issues in the power sector but did not meet the stated objective.
  11. It led to the government announcing a new Rs 3.03 lakh crore incentive-based reform scheme for discoms in 2021, with similar operational targets to be achieved by FY25.
